Ends cannabis prohibition in the state of Illinois and replaces it with a system to tax and regulate cannabis for adults 21 and over. In addition to legalizing possession and use for adults, it expands the current medical cannabislicensing system, includes automatic expungement for cannabis offenses, adds the ability for medical patients to grow at home, and offers benefits to communities hit hardest by inequities that were part of the war on cannabis.
Local governments may "opt out" of the system by passing an ordinance prohibiting the stablishment of cannabis dispensaries in their jurisdiction. They may also enact reasonable zoning restrictions related to licensed businesses. Nothing in the measure prohibits employers from adopting reasonable employment policies concerning use of cannabis in the workplace. Employers are not prohibited from disciplining or terminating an employee for violating an employment policy, which may include drug free workplace restrictions.
